Those systems are to protect the aircraft if a surface to air missile is fired at it while its on climbout (and they dont do so by reducing speed !). They have nothing to do with autobraking while on the runway, or with detecting other aircraft.

TCAS is never used below 500 feet, it would be sounding constantly in most airports.
